EQ13 Ubuntu 22.04 HDMI must be connected at boot

I am running ubuntu 22.04 on a Beelink EQ13. If I boot the computer without a display connected, when I plug in the display to HDMI the display does not work. If I boot the computer with a display connected, the display works fine. It seems as though the HDMI ports are not activated unless there is a device attached during boot (I have tried both HDMI ports with same results). Any tips so that I can plug in HDMI later without rebooting?

I tried a clean install of Ubuntu 24.04 and the problem is no longer happening. I don't know if I broke something or if 22.04 had an issue.
