Can CEC be enabled somewhere in the BIOS?

The only way to get HDMI-CEC with a computer is via an external hardware adapter such as the pulse-height USB-CEC adapter.

There is and there will never be any software or in-BIOS implementation by any brand.

Asus PN50 has this. There are several others as well. Information like this changes all the time.
