1.11 is more quieter, the vent is barely spinning. I think it has a problem with voltages because CPU is running very hot. 1.13 solves the heating problem, also the cooling system works a lot better (you can hear the vent spinning at high velocity after 80C temperature), an option to run CPU up to 45W is added. Related to drivers, is always good to use last drivers (GPU and chipset) since latest revisions contain a lot of fixes. Make sure you install GPU after you run amdcleanuputility, from AMD site.

I'm not sending the bios to anyone, because someone bricked his pc. Please follow the procedure and contact Beelink on site, Support, Service and Repair.

do I request the 1.13 bios from Beelink, or is there a link for downloading it for the USA version?

also, do I need an installer tool/program , and if so is that found with the bios updates ?

You didn't mention anything about your machine, what BIOS/EC FW has, what temps. In terms of performance, setting 45W will boost iGPU as well. Latest BIOS version is 1.13 EC FW 1.15.01, is kind of noisy coz vent is spinning a lot faster when temperature is involved. New machines have already this BIOS version by factory.
