when i plug in a twopan 4 port usb 3.0 expander, a cable creation usb to hdmi adapter or any usb adapter, the computer shuts down. this happens on all the usb ports. you must unplug and re-plug in power supply to get the computer to restart. plugging in a thumb drive, dongle for mouse and key board works just fine. any suggestions to check?

Hello,
1. Find "Computer" on the computer desktop, select "Manage", and then click "Device Manager" to open Device Manager. 2. After entering the device manager, find "Universal Serial Bus controller" in the device manager. 3. Double-click any "USB Root Hub" to enter the "USB Root Hub Properties" page. 4. Find the "Power Management" tab, remove the check mark in front of the "Allow the computer to turn off this device to save power" function under this tab, and then click "OK" to save the settings. 5. After the setup is complete, restart the computer.

+1 this did not work for me as well.
I have two ser3 systems and it happens to all my usb ports except when I connect a usb flash drive.
External hard drives and nv2me adapters cause the machine to shutdown and then I have to remove the power cable to turn it back on.

Now everything will work fine if they are in the usb ports before I power the machine on.

Make sure your computer's power supply is adequate to handle the power requirements of all connected devices. Insufficient power supply could lead to shutdowns. Consider checking the power supply unit's specifications and ensuring it provides enough wattage for your system and the additional devices you're connecting.
