Could you try this to see if there are any windows problems:

Open a command prompt as Administrator  (or terminal as administrator) and enter the following command

sfc /verifyonly

to check if your windows system files are intact or corrupt.
Please post your result and then we can look further.

I will try to help you - you probably already know BEX64 errors are usually caused by something hooked into file explorer. Bittorrent programs have a habit of this. You should uninstall any software you installed before the errors began, that might help. You do have a windows license - it's digital and connected to your Microsoft account (email). make sure your computer is logged in with a Microsoft account and check Activation in Settings. If it says "Windows is activated with a digital license linked to your Microsoft account" then you are good. You can download the installation media from Microsoft - install it. Log in with your Microsoft account and it will activate the new install.
