Since the chipset is Cezanne for Mobile devices.  
Presumably of course it has a PCIe 4.0 bus since the bus is backwards compatible anyway.
But as you would seem to demonstrate it really accomplishes top PCIe 3.0 speeds, theoretical maximum speed of 3.9 Gbps.

When I read about this processor I was given the impression that it is limited in this way for the mobile device for power and heat reasons.  The newer PCIe have much higher power draw.  You win some you lose some, and of course, AMD is in business to sell it's processors, and the customer presumably picked it for good processing on a mobile device...  very impressed by this processor, but I did not buy it with the idea that it would support everything a desktop can.

The hardware support capacity just didn't exist yet to power the higher PCIe in mobile devices and keep a good processor like 5900hx cezanne cool.  That will be next generation technology which may even require a dedicated power circuit.

i would take a second look at your settings.  Not trying to be negative. I am using a crucial P5 plus.  settings in crystal disk mark are on High performance and SSD/NVMe

So I'm kind of disappointed that CPU-Z lies and reports this device capable of PCIe 4.0.

I ordered a Samsung 980Pro 2TB drive thinking it would be fully supported.

However, it's still a much faster option than the supplied Kingston drive.

Here are before and after benchmark reports, TL:DR, the Samsung is at least 75% faster than the Kingston!

I'd still like to get my hands on a newer BIOS! Every time I tweak the current one the machine refuses to boot up!

I took my WD SN850 1TB NVMe PCIe 4.0 M.2 to my other machine (which has PCIe 4.0) and get similar results as you. As for my GTR5 5900HX, it comes with PCIe 3.0 so the speed is acceptable.

If you did get those high scores on a GTR5 5900HX machine, please share your "settings". Thanks!
