I am confused because I thought ryzen 5900 only support up to pcie 3.0 for power reason.  At least as far as speed
I only learned about new hardware when I shopped for computer

Hummm... I was wrong!  The benchmarking apps used are returning properly i.e. device is and or supports PCIe 4.0 but the motherboard is AMD 5900HX "Cezanne"... and this motherboard has PCI Express® Version PCIe 3.0. Sorry for the confusion.

It is quite fast for my needs but I don't get "full speed".
