PXE boot will not send a DHCPREQUEST

I have several SEI Series Gen 8 units which I need to boot via PXE IPv4.

These units refuse to send a DHCPREQUEST.

This is in a working production environment, dhcpd is working for multiple different clients across multiple v-lans, all without issue.
The dhcpd server is a linux server, maybe these units are somehow only for "Windows DHCP Server"?

I was finally able to get a DHCPREQUEST and DHCPACK, it seems this version of PXE is very picky about the DHCP options which are returned. Documentation as to the required options would be helpful.

As I continue my efforts, I find that the PXE does not use the tftp-server-name option. It ignores this and attempts to access dhcpd server for the tftp boot files.
