Win 10 Recovery USB wipes hard disk

I'm configuring a couple of new devices and have an issue with Win 10 recovery USB drives.

    System: Beelink SEI, Intel 8279, 16G, 512G
    OS: Windows 10, all updates installed

Actions:

    Create recovery USB drive on new 32G USB3.1 stick.
    Power down system.
    Power up system and press F7.
    Select USB drive boot
    Step through answers to restore from media, wipe my files, etc.
    The system then displays the "Beelink" logo and steps through "Recovering the PC 1%" up to 67%
    The message
    Reset this PC
    There was a problem resetting your PC no changes were made
    Remove the USB drive
    Power cycle the system
    The system does not boot.
    Power cycle, hit [DEL] to enter Setup
    No storage is recognized in the main page of Setup

I had created two USB recovery drives from the system before I tested one.  Neither worked.

I used the same process (and the same kind of USB drives) on a Lenovo laptop.  It worked perfectly.

What are my next steps?  I'm unwilling to try anything on the other Beelink SEI I purchased as it still works.

Followup:  I booted to a CMD prompt on the flash drive and ran DISKPART.  The disk is there (even though the BIOS does not recognize it) and there is a reasonable-looking partition table.

Is it possible that the boot loader/boot information was lost?

If so,
  • How can I restore the boot info?  (Haven't done this since WinXP or so, a bit rusty and things have changed...)
  • How can I create a USB recovery disk that works?

I see this is Win11.  Does this do a base Win10 installation first?  I'm not ready to move our staff to Win11.
