BT3 PRO not working

Hello all,
I have a BT3 pro device.
The device is new, never used! Bought brand new.
But the device cannot be turned on.
A red LED appears on the device.
Tried on  both HDMI and VGA.

What can be the problem and how can I solve it ?

The device was purchased online, the seller does not accept returns.
I measured the output voltage on the adapter using a multimeter the 12V voltage is OK
