Cannot turn the power off

My GT-King box restarts automatically after shutdown, which means the "shutdown" is the same as "restart" on my box. So I cannot turn the power off unless unpluging the power adapter. Is that a bug? How can i fix it? By the way, the HDMI CEC is off
