Poor Video Performance

I'm expriencing a poor video performance, even HD Videos lag a lot, not to talk about 4K.  Is there anything I can do to fix this?

It depends on what all services are running on the mini-pc.
Which application did you try for testing the Video?
Can you share some screenshot of the CPU load from the Task Manager ?
Without detailed information no one will be able to help you on the forum.
