gt1 ultimate B706D error !

I can't make a Wipe/data /factory rest or a wipe cache partition, this error indicates that the device has some kind of lock?

How can I fix it?

try new rom flash with USB Burning tool and always error at 7% of the process !

Please make sure you are using the correct firmware. Try to re-flash the machine by referring to the firmware in the link below.
