PB WIDNOWS 10 CORRUPTED ON NEW M1

Hi, we’ve bought our third Beelink M1 Mini PC Windows 10,DDR3 4Go 64Go eMMC,VGA/HDMI on AMAZON.
The latest item has a defect with Windows 10: S/N EN808SCG10456
All the Windows startup menu items are inoperable. When we try to click on the control panel for instance, nothing happens.
The whole Windows seems to be corrupted.
Do you have a procedure for downloading and reinstalling a whole  new Windows 10 media, or shall we return the PC to the Shopper?
