32 bit android OS

On GT1 it is a 32 bit Android OS. Wondering why we are running 32 bit OS on 64 bit amlogic S912 CPU ? Any thoughts ?

A possible reason, is that 64-bit OS needs more RAM, so the cost will be increased...
