Hello everyone, I have problems with the MINIMXIII-II, the system tells me that: Google play store will not run unless you update google play services, also I can no longer download any application, I reset to factory data but I did not get results, who can help me? thank you very much. update the play services would be your best option.

You need to get the current Google play store apk file and rename and locate Phonesky.apk file and change permissions.  Go to youtube and search Jerry blaster, it works.
