Thanks. Wasn't sure whether I am the only one facing this issue on Ubuntu-Impish with kernel-5.15.1-darkstar.
Installed ibus but to no effect.

Could it be fonts not installed? Is they a regular set of fonts that is supposed to be installed on Ubuntu where it can display the popular foreign character set like chinese, korean, thai, etc?
Edit2: The foreign text/characters that are not displayed correctly on "forum.khadas.com" and "forum.bee-link.com" if not mistaken is either "chinese" or "korean" characters.

Not sure whether any of the above fonts support chinese, japanese and korean characters. Did web search and "fonts-noto-cjk" supports chinese, japanese and korean character sets.
Installed "fonts-noto-cjk". Lets see whether this resolved the foreign chinese characters display issue.
Now the foreign chinese text is displayed properly!
