There is so much incorrect information on this thread regarding this issue.
The problem here is that the Displayport on these mini pcs (as well as other brands like Minisforum) may not support Dual mode/DP++ on them due to cost/corner cutting by the mfgr.
Dual mode is required to use a PASSIVE cable/adapter to get an HDMI signal. Without Dual mode support, you need to use an ACTIVE cable/adapter for it to work.
It's as simple as that.
USB-C ports work because the USB-C -> HDMI cables/adapters are all ACTIVE ones.
Not stating whether an adapter/cable is passive or active (by either a person or a vendor of said cable) is irresponsible, as it's a crucial detail to functionality and feature set. You should not buy any cable which doesn't state which kind it is or listen to anybody that doesn't specify it.
This has nothing to do with old DP versions or old technologies, it's simply the pc mfgr not supporting a certification.
