Thanks for your clarification.
I understand that he cannot go into the BIOS with 4K monitor, so I suggest him to change the resolution and the refresh rate ,then restart the PC to see if it works or not.   Some monitors have a specific display setting or resolution requirement for accessing the BIOS.
His BIOS is the latest, so no need to update it.
