I will confirm that I encountered the same issue with USB2 like performance, that changed to USB3 performance after the Windows 10 1809 update.
I had problems with the Windows 10 1809 update, so I was delayed in seeing the USB3 performance. But that is for another discussion.

Yes, at first boot they operated at usb2 speeds. After upgrading Windows 10 to the current version they operated at usb3 speeds. I suspect that it was a driver issue.
