I'm having the same problem. I'm on gigabit fiber connection. my upload speeds are 750+mbit/sec, but downloads are around 250. my phone and other devices all get 750+ in both directions. I've tried all of the suggested solutions, yet the problem remains. I've even tried an external wifi adapter.
Any clue how to fix this?
