Ser6 pro: reasons for changing TDP from 35W to 45W?

Hi. I just bought my new ser6 pro and was lookling for ways to lower the CPU temp. I encountered reddit threads which suggest that disabling the turbo boost and changing the TDP from 35W to 45W can help. I am not a computer guy. Can someone explain what these changes do?

For disabling turbo boost, I kinda get it since disabling it will let the CPU limit it's "work" thus generating a lower temp. But what is with the TDP? It seems counter-intuitive for me to increase the TDP when I want my CPU to lower it's temp. Can someone enlighten me how does increasing the TDP setting lower the CPU temp?

PS: For now, I followed some threads here to limit the min and max processing state to 99 instead of 100. Is this the way to disable or limit turbo boost?

But in my understanding, it should be reducing the TDP of the machine to help cool down, rather than increasing it,
And you can also try to turn off the turbo:  Go to control panel ---power option--change to  high performance---change plan setting---change advanced powr option---processor power management--change it to 99%

Yah. This is what I understand also. Increasing the TDP would increase the temp of the CPU since it draws more power. So I am a bit confused why they recommend to increase the TDP to 45W. Nonetheless, do you know what is the reason or use cases when it is better to set it at 45W? I mean, offering the option in the BIOS to change it should mean something.

For the boost, will I have to change both the minimum and maximum processor setting to 99? or just the maximum?
