If you used windows to partition and format your flash drive, try MiniTool Partition Wizard to partition and format your flash drive FAT32 but also NTFS works, I tested it. Extract the files first then copy and paste them to the root of the drive. Reboot with flash drive connected. Keep hitting F7 and choose the flash drive. Files on the flash drive should look like this, ignore the hidden system volume file. Also if this doesn't work, there is a setting in the BIOS under Advanced>usb boot [enable].

done that about 10 times, tried with several new flash drives, 16gb, 32gb, 64gb....nothing works.

You can try this. Make sure the USB drive is FAT32 (not HFS or NTFS) when you format it. Try to reload the files and try again. Some systems don't recognize files/drives for flashing unless that file system is used.
