How to disable USB power on GTR5 when powered down?

I just received a GTR5 and I'd like to know if there's a way to disable power to USB when the system is shut down. I've looked in the BIOS and don't see an option for this. With power remaining enabled, my connected USB drives remain powered on which I don't want.

EDIT:
I just noticed that sometimes during power down USB power does get disabled, but other times it stays on. I haven't figured out a pattern to this yet.

GTR5 5900HX... ErP mode (Energy-related Products) is not present in the BIOS therefore not supported by hardware.

The old Win10 trick worked for me;

Go to Windows > Settings > System > Power & sleep > Additional power settings > Choose what the power buttons do > Change settings that are currently unavailable
Uncheck Turn on fast startup (recommended)
Save changes
Shutdown the Computer -- all USB ports should be off

Keep in mind ErP mode (Energy-related Products) is not present in the BIOS therefore not supported by hardware.
