GTR5 5900HX BIOS issue

Help needed with the TDP BIOS setting. I have selected the 45w TDP, however, the CPU remains at no more than 30w setting. I am using HW info to verify CPU package power. I have run geekbench, passmark and cinebench r20. I consistently get low scores, the CPU TDP never goes over 30w and temeperature never exceeds 50c, indicating the lower tdp setting. It appears that selecting 45w tdp in BIOS is not actually enabling the higher TDP. Any help with this issue is greatly appreciated. The current BIOS listed is dated as of 6/8/22 and its GTR_V1.24_bLink_P4C5M43
