When in doubt it doesn't hurt to put a fresh install of Windows. If you can't boot into Safe Mode or System Recovery then there are no options really. So, try using Recovery. Keep trying to restart and you should enter recovery mode. If not then you can try this:
Hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
On the first sign that Windows has started (for example, some devices show the manufacturers logo when restarting) hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
When Windows restarts, hold down the power button for 10 seconds to turn off your device.
Press the power button again to turn on your device.
Allow your device to fully restart. You will enter winRE.
You can also boot from a Windows Media USB that has your OS and use System Repair.
You can install Windows Without erasing your data folders.
