when i turn off my device the skull eyes remain on with red color.when i turn on device skull eyes are green.why doesent led lights turn off?

By disconnecting the power connection or powering off from the electrical switch.
As most TV Boxes are always on deep sleep mode when powered off as they have the function of powering on when TV is powered on using HDMI-CEC function.

Take it the same way like your TV, When you power it off it turns off but the led is always on until you switch off electric supply.
I hope this helps you in understanding why led is always on.
