Intel graphics settings lost

HelIo , my windows was updated to 1903 and I lost my intel graphics settings choice on right click. My desktop items are stretched and I cannot optimize my view on TV. The start button is out of my picture (totally left) although my widows settings are 1920/1080, 60hz and landscape.
Can you please give me a solution? Is it a matter of graphic card drivers?.
