CPU clock low

Hello to the Forum members.
I have a BeeLink BT3 PRO Mini PC running Windows 10 Version 1803, Build 17134.1006  31/12/2018. I am using it since 11/2018,
Did not manually update any drivers or Bios.

Normally I use it to stream movies from my home PC via local ethernet or watch various content from the internet, all without problems.
Lately I watch Netflix movies via Chrome, and after 10-20 minutes the video display starts to goes bad, skips frame etc and finally halts.
Using DTemp I see that the temperature (which is i~50c on idle) is no around 73c and CPU clock drops from ~1679Mhz to ~479, So I understand that the CPU is throttling. Total power consumed by the device is 2.5-2.8W.
When this happens, I direct a fan towards the device, and the temerature drops.
But even after cooling it, it stays on ~479Mhz, so the movie will not resume.

I have read some advice to change the power plan from Balanced to High Performance, but it seems that the windows settings in the BeeLink device force it to Balanced plan only.

Even when I cool it with a fan before and during the Netflix stream, it still throttles down from time to time to ~479Mhz even though the temperature is low.
Any advice?
