Yes, install the app send files to tv

Yes rou dan easily.
Under Settings you can find fileserver.
Enable that and use the credentials to establish a new Windows  workgroud network (Make your own password)

Yes easily... I personally use an app called   " Filemanager + "
It has had NO problems transferring either direction.
Its available on playstore.
