That looks like some silicone caulk or hot glue that may have been used to keep the motherboard from shifting during shipping.  If you see more of it in the corners then that would indicate that's what it was used for.  The glob you see was probably just a bit of sloppiness that got by the QC inspector.

That is the spare SATA cable in case you break the original.  The new style is a bit over 2" long whereas the older style was much shorter.  No instructions on how to remove the old and replace the new are provided - anywhere.  The connectors look to be the type that simply pull up to release the cable but I couldn't budge mine.
